We also let our puppy on the leash only towards the dogs inside the fence, and on a short leash we can pull our own dog if needed.
Likewise, a short leash should apply when there are more passers-by. Don't let him jump on others. Not only because it can be dirty on the passerby's clothes, it can cause fear in it. Everyone reacts differently to dogs, even friendly ones.
